Cielo Rio Ranch was established in 2006 and has been a very well-designed community from its inception.
Falling in love with the beautiful Texas Hill Country, Joe Shepard and his wife of 38 years, Barbara Shepard, travelled all the way from the wine country of Sonoma County, California and purchased their lots at Cielo Rio Ranch in 2007. It was just the following year they built their dream home and were in fact one of the original residents of Cielo Rio Ranch.
Joe and Barbara formed Lantana Land Company, LLC in 2015 to purchase Cielo Rio Ranch. So your development owners are also your neighbors!
From the point of view of a long-term resident, Joe and Barbara say that they have been blessed with the ability to finally finish the development and are excited to finish this community and see it flourish.

Over the past few years we have been able to make the following improvements to Cielo Rio Ranch
- Repaved the entrance to the community off Highway 16.
- Improved the existing landscaping at the entrance.
- Paved and concreted the entire road down to the river park, as well as build a parking area.
- Brought power to all of Vaquero Drive.
- Created the Homeowner’s Association, now known as “The Community Association at Cielo Rio”.
- Purchased the existing ranch house at the entrance to the development and completely renovated and landscaped the exterior.
- Updated the water system and hired a licensed operator to manage it.
- Built the community park at the entrance of the development complete with a waterfall, sitting bench and community barbecue pit.
- Cleared many lots and improved the common areas.
- Reached an agreement with Bandera Electric to run electrical service down the last existing road in Cielo Rio Ranch, Rio Azul. We are excited that there will be 10 new lots available as a direct result of the first half of this electrical expansion.
